On 21 April 2023 the California Office of Environmental Health Hazard Assessment (OEHHA) added 1,1,1-trichloroethane and C.I. Basic Green 4 (leucomalachite green) to the Proposition 65 list of hazardous substances on the basis that they cause cancer. The list has been updated twice so far in 2023 and now includes five new substances. Under Proposition 65, once a substance is listed, manufacturers and distributors must implement warnings within 12 months and must stop discharges of the chemical into sources of drinking water within 20 months. After that date, government or private enforcers, including individuals or organizations acting in the public interest, may bring lawsuits against those who violate the regulations. Products containing the newly listed substances may face litigation and substantial penalties.
