On 7 July 2025, to strengthen management of the telecom equipment market, Indonesia's Ministry of Communication and Digital Affairs (Komdigi) published a draft ministerial decree listing the telecom devices and other equipment with telecom functions that must meet Indonesian technical standards and undergo certification. The decree implements Article 33 of Ministry of Communication and Informatics Regulation No. 3 of 2024 on telecom equipment certification.
Main content
- the decree defines the list of telecom equipment and devices, including other tools and equipment with telecom functions, that must meet technical standards;
- the list is compiled on the basis of customs HS codes in accordance with the law;
- HS codes are introduced purely as an administrative supervision tool and are not a reference for determining the HS code of goods during customs clearance;
- equipment not yet listed in the annex must still meet the technical standards.
The regulation is expected to take effect 30 days after formal publication. Public consultation is under way and closes on 20 July 2025. Once in force, companies must ensure their products meet Indonesian certification requirements to avoid market access risk.
