On 13 October 2023, ASTM International published ASTM F963-23, the Standard Consumer Safety Specification for Toy Safety.
Compared with the previous ASTM F963-17 version, this update contains major changes, including separate descriptions of the exemptions for eight heavy metal elements in substrate materials, updated phthalate control requirements, stricter battery accessibility requirements, and revisions of varying extent to sound-producing toys, expanding materials, projectile toys, marking and instructions.

ASTM F963-23 has not yet become a mandatory standard, and the mandatory US toy safety standard remains ASTM F963-17. Enterprises should closely monitor the updated content of the standard and the subsequent developments regarding mandatory implementation.
