China Compulsory Certification (CCC certification) is a market access system that China applies, following market-based and international principles, to products affecting personal health, safety and the environment. Under the Regulations on Certification and Accreditation, products listed in the compulsory product certification catalogue may only be released from the factory, sold, imported or used in other business activities after certification and bearing the certification mark. To date the CCC certification system covers 16 major categories and 96 products, including household electronic appliances, automobiles and toys - consumer industrial products that affect the daily life of the general public.

(CCC mark)
Lithium-ion batteries and battery packs and portable power banks are everywhere in daily life and provide great convenience for our mobile lifestyle.
At the same time, the use of flammable organic electrolytes means they carry a certain potential hazard.
During transport, storage, use and recycling, affected by external factors (such as high temperature, overcharge, over-discharge and short circuit) and internal factors (such as lithium dendrites and internal short circuits from metal impurities), they can easily overheat, catch fire or even explode, directly endangering personal safety.

SAMR Announcement No. 10 of 2023 decides to apply CCC certification management to lithium-ion batteries and battery packs and to portable power banks.
CCC certification starts on 1 August 2023.
From 1 August 2024, products that have not obtained a CCC certification certificate and do not bear the certification mark may not be released from the factory, sold, imported or used in other business activities.

01 Scope of certification
Lithium-ion batteries and battery packs
Devices that achieve mutual conversion between chemical energy and electrical energy through the movement of lithium ions between the positive and negative electrodes and are designed to be rechargeable; assemblies ready for use made up of any number of lithium-ion batteries with a protection circuit.
Common product examples: lithium-ion batteries and battery packs for portable electronic products such as portable office products, mobile communication products and portable audio and video products.
Portable power banks
Mobile power supplies with a mass of no more than 18 kg that contain lithium-ion batteries and/or battery packs with a rated capacity greater than 600 mAh and that have AC and DC input and output.
Common product examples: power banks, portable energy storage power supplies, camping power banks, etc.
02 Standards on which certification is based
