ENACOM published a minor update to the labelling annex requirements on 10 May 2023. No rules were edited or deleted; only some optional items were added to Section 5, Other cases, on page 5.
New content:
Section V.1: constructive impossibility. Where a constructive reason prevents the label from being affixed to the product, the manufacturer may affix it to the user manual and/or the packaging.
The label may also be affixed to the quick start guide. In this case any one of the three options is acceptable.
Section V.3: equipment installed in vehicles. Where the label on the product is hidden, the vehicle manufacturer must add the label to the vehicle user manual and/or to the documents delivered with the vehicle.
The label may also be placed on the official website of the manufacturer or on the official website of the vehicle importer.
In this case the label must still be present on the product. If the product is hidden, the product manufacturer must instruct the vehicle manufacturer to comply with the above.
Section V.4: electronic labelling. When electronic labelling is chosen, the user manual or the packaging must include instructions for the user to access the electronic label.
These instructions may also be placed in the quick start guide, in any other document supplied with the product, on the official website of the manufacturer and/or on the official website of the importer.
