The Consumer Product Safety Office (CPSO) under the Competition and Consumer Commission of Singapore (CCCS) has updated its regulations to strengthen market surveillance of controlled goods and ensure consumer safety.

Core obligations and penalties

All entities supplying controlled goods in Singapore, including manufacturers, importers and distributors, must comply with the following:

1. Mandatory registration and marking. They must register with the CPSO and apply the prescribed safety mark to the goods. Penalty: a fine of up to SGD 10,000 and/or imprisonment of up to two years.

2. Mandatory recall. They must comply with CPSO recall instructions, notify users of risks and report progress. Penalty: a fine of up to SGD 10,000 and/or imprisonment of up to two years.

3. Primary responsibility. The importer or manufacturer must apply to become a registered supplier and complete product registration. Penalty: a fine of up to SGD 2,000 and/or imprisonment of up to 12 months.

Risk levels and conformity routes

The regulations set different compliance routes according to product risk level, which is the core of this update.

Key point: the higher the risk level, the stricter the certification and the greater the cost and time involved. For all levels, test reports must be no more than three years old at the time of registration.

Key processes and continuing obligations

1. Registration process

Platform: registration is made through the CPSA+ portal.

Fees: SGD 180 for low-risk goods; medium and high-risk goods must first be certified by a designated conformity assessment body.

Certificate management: certificates of conformity and supplier declarations of conformity are valid for three years.

Renewal: apply six months in advance; high-risk products require a new full type test report.

Transfer: certificates of conformity may be transferred under certain conditions for a fee of SGD 50; supplier declarations may not be transferred.

2. Technical file requirements

Retention: at least 10 years from the certificate expiry date.

Provision: must be provided within seven calendar days of a CPSO request.

Updates: where a safety-related technical change is made to a product, supplementary testing is required and the file must be updated.

3. Safety mark

All registered goods must carry a compliant safety mark containing the specified symbol, text and certification number.

Impact and recommended actions

Risk classification. Companies must first determine the risk level of their product accurately, as this is the precondition for choosing the right compliance route. Medium and high-risk products are most affected.

Higher cost and time. A certificate of conformity is needed, and renewal for high-risk products requires a new full type test, significantly increasing certification cost and time.

Supply chain pressure. Greater demands are placed on production process control, quality assurance systems and continuous testing capability.

Compliance challenges in key categories:

Electrical products must meet general and specific standards and may involve electrical safety and EMC testing.

Children's products face stricter scrutiny of material safety, mechanical and physical properties and chemical restrictions.

Pressure equipment requires specialised technology and equipment for rigorous testing, a major test of technical capability.

Building a long-term compliance mechanism: companies should establish internal processes to manage and update technical files properly, and prepare contingency plans for possible recalls or CPSO reviews.
