The Digital Infrastructure Services Directorate of the Directorate General of Digital Infrastructure (DJID) under Indonesia's Ministry of Communication and Digital Affairs has formally issued Circular No. 03/2025, updating the format of the declaration of conformity (DoC) for compliance with technical standards for telecom equipment.
The change is intended to improve the efficiency of certification assessment and implements Ministerial Regulation No. 3 of 2024 on communication and informatics, under which the declaration of conformity is a key document that must be submitted and reviewed in every telecom equipment certification application.
Main improvements
- single application ID: all technical parameters such as standard, frequency and power are grouped under one application number;
- simplified format: no need to fill in full technical details manually, and the template is clearer;
- faster review: the improved layout helps DJID process applications more quickly and shortens certification times;
- fewer rejections: the structured layout reduces the risk of returns due to format issues;
- better data quality: standardised fields reduce manual entry errors and improve accuracy.
Timing and scope
From 1 August 2025 all certification applications must use the new format. Applications still submitting the old documents after 31 August 2025 will not be accepted. The change is based on Ministerial Regulation No. 3 of 2024, which makes the declaration of conformity a required document for telecom equipment certification.
The new rules apply to all telecom equipment and terminal devices that must comply with Indonesia's current technical standards.
