Morocco's National Telecommunications Regulatory Agency (ANRT) has published a tender notice launching the procedure for awarding licences to build and operate fifth-generation mobile networks. The move implements the Digital Morocco 2030 strategy, modernises national telecom infrastructure and gives new momentum to economic growth and digital transformation.
Why it matters
ANRT stresses that 5G, with very high speeds, very low latency and massive connectivity, will support key sectors including industry, healthcare, agriculture and transport. Its core value includes:
1. Strengthening the competitiveness of the digital economy by accelerating the Internet of Things, smart cities and Industry 4.0 applications;
2. Improving social services through telemedicine, smart agriculture and efficient logistics;
3. Fostering an innovation ecosystem and creating a better digital environment for start-ups and technology investment.
Main content of the tender
The tender documents set out in detail the regulatory framework, technical standards and financial conditions for 5G deployment, including coverage and quality of service obligations, a timetable for commercial rollout, and evaluation criteria covering technical approach, financial strength and social benefit.
Morocco's main operators, including Maroc Telecom, Orange Morocco and Inwi, are all expected to bid. ANRT will evaluate proposals and award licences by government decree. The industry expects 5G to be commercialised progressively during 2025 and 2026, helping Morocco become a digital innovation hub in North Africa.
