On 9 March 2026 the Ministry of Electronics and Information Technology (MeitY) and the Bureau of Indian Standards (BIS) jointly issued implementation guidelines for extended reality products, including augmented, virtual and mixed reality devices. The guidelines bring XR products into Category 65 of the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order and make compliance with IS/IEC 62368-1:2023 mandatory.
Requirements
Under the guidelines, from 1 May 2026 no new certification application for XR products will be accepted on the basis of the old standards IS 13252 (Part 1):2010 or IS 616:2017. Before that date the old and new standards run in parallel and applicants must submit a complete test report to IS/IEC 62368-1:2023 and undertake to complete the transition before the deadline. Existing BIS licensees that fail to migrate by 1 May 2026 will have their licence cancelled or the affected models removed from the scope of certification.
BIS has also published implementation guidelines for migration to IS/IEC 62368-1:2023 covering all electronics and IT products, with an overall transition period running to 1 November 2028. During this period existing licensees must complete the changeover, after which all certificates issued under the old standards expire.
BIS advises new applicants to file under IS/IEC 62368-1:2023 as early as possible so that products can continue to enter the Indian market legally after the deadline. The guidelines take effect immediately from the date of publication.
