On 7 March 2025 the Canadian Department of Innovation, Science and Economic Development (ISED) opened a public consultation seeking comments on the technical and operational requirements for millimetre wave bands.
Documents under consultation
1. RSS-193, Issue 1 - Flexible use broadband equipment operating in the 27.5-28.35 GHz band.
2. RSS-102.IPD.MEAS, Issue 2 - Measurement procedure for assessing compliance with incident power density (IPD) limits under RSS-102.
3. RSS-102.IPD.SIM, Issue 2 - Simulation procedure for assessing compliance with incident power density (IPD) limits under RSS-102.
4. SRSP-522, Issue 1 - Technical requirements for non-competitive local licensing systems, including fixed or mobile systems, and flexible use broadband systems in the 27.5-28.35 GHz band.
Details of the proposed changes
For RSS-102.IPD.MEAS, Issue 2, Measurement procedure for assessing compliance with incident power density (IPD) limits under RSS-102, the following main changes are proposed:
- New requirements extending the frequency range to cover all portable devices operating between 6 GHz and 300 GHz.
- New requirements for hand exposure during voice calls.
- Updated references from IEC TR 63170 to IEC/IEEE 63195-1.
- Preliminary guidance on time-averaged incident power density.
SRSP-522, Issue 1, Technical requirements for non-competitive local licensing systems including fixed and/or mobile systems, and flexible use broadband systems in the 27.5-28.35 GHz band, sets out the minimum technical requirements for efficient use of the band by non-competitive local licensing systems and applies to fixed and mobile systems operating in the band, including flexible use broadband systems.
The deadline for submitting comments is 30 May 2025.
