Key words of this article:

On 3 December 2024 the Argentine National Communications Agency (ENACOM) published Resolution 1188/2024, whose main provisions are as follows.

1. The 71-76 GHz band is allocated to the primary category of the fixed satellite service for space to earth, and the 81-86 GHz band to the primary category of the fixed satellite service for earth to space.

2. Within the bands allocated to the fixed satellite service under Article 1, service protection and frequency sharing must comply with the ITU Radio Regulations and Recommendations, CITEL recommendations and other national and international regulations applicable in this field.

3. Users authorised under Article 1 must comply with the following conditions:

(1) The limits on power flux density and equivalent isotropically radiated power for satellite services under Article 21 of the Radio Regulations adopted by the 2027 World Radiocommunication Conference under Resolution 775 (WRC-23, revised), which are intended to protect the fixed service in the 71-76 GHz and 81-86 GHz bands.

(2) Compatibility with passive services must be ensured, taking into account the ITU Radio Regulations and Resolution 776 (WRC-19), without imposing undue constraints on satellite systems, and all practicable measures must be taken to protect the radio astronomy service from harmful interference.

(3) Coordinate proposed frequency use in the 71-76 GHz (space to earth) and 81-86 GHz (earth to space) bands with licensees of the fixed satellite service whose facilities may be affected by interference or capacity constraints from operations in these bands.

(4) Authorisation is conditional on fixed satellite service licensees modifying their operations where necessary to comply with any regulations established in the ongoing regulatory proceedings described above.

(5) If a user of an authorised system belonging to the fixed service raises an interference claim, the fixed satellite service licensee is responsible for resolving the interference conflict, without prejudice to ENACOM intervening as the enforcing body under the General Regulation on the Administration, Management and Control of the Radio Spectrum approved by ENACOM Resolution 682 of 11 May 2023.

(6) When authorising earth stations, fixed satellite service licensees must submit, as required, a study of electromagnetic compatibility and harmful interference with systems belonging to the authorised fixed service in their area.

4. Incorporate the provisions of Article 1 of this resolution into CABFRA.

5. Communicate to the relevant areas, publish the extract and refer it to the National Official Registry.
