Lebanon's Telecommunications Regulatory Authority has issued Decision No. 7/2026, which sets out the licensing conditions for internet service providers operating without radio frequencies.
What the decision covers
The framework sets requirements for both new applications and licence renewals. Applicants must disclose legal, financial, ownership, tax, technical, infrastructure and operational information. Detailed documents are also required, such as financial statements, ownership structure, tax compliance records and infrastructure deployment information.
Applicants for renewal must additionally provide service and operational data, including subscriber numbers, revenue, costs and a detailed breakdown of services.
The decision is intended to strengthen regulatory oversight, improve transparency and standardise ISP licensing procedures in Lebanon.
