On 29 March, the Vietnamese radio regulator, the Ministry of Information and Communications (MIC), officially issued the new Circular No. 02/2024/TT-BTTTT, which outlines the product categories subject to type approval and self-conformity declaration (SDoC) in Vietnam.

Circular No. 02/2024/TT-BTTTT will officially replace the old Circular No. 04/2023/TT-BTTTT on 15 May.

The core content is as follows:

01. New standards are applied: QCVN 117:2023/BTTTT, QCVN 55:2023/BTTTT, QCVN 110:2023/BTTTT and QCVN 111:2023/BTTTT.

02. From 15 May to 30 June: type approval certificates may be applied for under QCVN 117:2020/BTTTT and QCVN 55:2011/BTTTT (under normal conditions only, or under both normal and extreme conditions).

03. From 1 July 2024: type approval certificates must be applied for under QCVN 117:2023/BTTTT and QCVN 55:2023/BTTTT (for both new projects and renewal projects).

04. From 1 July 2024 to 30 June 2025: type approval certificates may be applied for under QCVN 117:2023/BTTTT and QCVN 55:2023/BTTTT either under normal conditions only or under both normal and extreme conditions. If a certificate is applied for under normal conditions only, it will need to be updated after 30 June 2025 to cover extreme conditions.

05. From 1 July 2025: type approval certificates must be applied for under QCVN 117:2023/BTTTT and QCVN 55:2023/BTTTT under both normal and extreme conditions.

06. Current certificates under QCVN 117:2020/BTTTT and QCVN 55:2011/BTTTT can still be used until their expiry date.

07. From 1 July 2024, terminal devices (other than mobile phones) with only 2G and/or 3G functions will not be granted certification. Certificates for such devices under QCVN 117:2020/BTTTT may be used until their expiry date, but no later than 30 June 2024.

08. 5G NR products must support both 5G SA and 5G NSA. Certificates under QCVN 127:2021/BTTTT or QCVN 129:2021/BTTTT may be used until their expiry date, but no later than 30 June 2024.

09. Before 30 June, the requirement for testing and certification under extreme conditions is suspended.

10. For 76-77 GHz vehicle radar, QCVN 124:2021/BTTTT does not apply; only QCVN 18:2022/BTTTT applies.

11. For wireless chargers, QCVN 55:2023/BTTTT is no longer required; only QCVN 96:2015/BTTTT is needed.

12. For large volumes of marine products, QCVN 47:2015/BTTTT should be used instead of the specialised QCVN that cannot be tested locally.

13. For QCVN 63:2020/BTTTT, televisions using the same chassis may share the test report for the SDoC process.

14. For QCVN 132:2022/BTTTT, if an adapter is imported together with the main device, it must be tested.

15. If imported products (such as laptops, tablets, desktop computers and televisions) are imported for personal use in quantities not exceeding three units, they are exempt from type approval and SDoC requirements.
