On 3 April, the Certification and Accreditation Administration of China (CNCA) issued an announcement clarifying that, for electric clothes drying racks with a lighting function, where the structure of the lighting part conforms to the description of "luminaire" in the Description and Definition Table of the Compulsory Product Certification Catalogue, the product, or its lighting part (if it can work independently), shall meet the requirements of the CCC certification implementation rules for lighting electrical appliances and obtain a CCC certification certificate for lighting electrical appliances.

Announcement of the CNCA on Clarifying the Compulsory Product Certification Requirements for Electric Clothes Drying Racks with a Lighting Function

Recently, this Administration has received numerous enquiries from local market regulation departments, manufacturers and consumers as to whether electric clothes drying racks with a lighting function fall within the scope of compulsory product certification (CCC certification). In order to carry out CCC certification and enforcement work more effectively, safeguard the legitimate rights and interests of consumers and manufacturers, and create a sound consumption environment and business environment, the CCC certification requirements for electric clothes drying racks with a lighting function are hereby clarified as follows:

1. The CCC certification catalogue expressly includes "lighting electrical appliances". For electric clothes drying racks with a lighting function, where the structure of the lighting part conforms to the description of "luminaire" in the Description and Definition Table of the Compulsory Product Certification Catalogue, the product, or its lighting part (if it can work independently), shall meet the requirements of the CCC certification implementation rules for lighting electrical appliances and obtain a CCC certification certificate for lighting electrical appliances.

2. Considering that the above electric clothes drying racks with a lighting function represent a new form of drying product and that the relevant parties are not yet clear about the CCC certification requirements for such products, local market regulation departments, designated certification bodies and laboratories shall strengthen publicity in enforcement, certification and testing work for these products and urge uncertified enterprises to apply for certification as soon as possible. Relevant manufacturers shall promptly apply for CCC certification and obtain it before 31 December 2024. From 1 January 2025, the above products that have not obtained CCC certification as required may not be released from the factory, sold, imported or used in other business activities.
