In March 2023, ISO published the new toy safety standard ISO 8124-3:2020+Amd.1:2023, Safety of toys, Part 3: Migration of certain elements. Compared with the previous ISO 8124-3:2020, this update brings significant changes, mainly adding migration control of boron and other elements for slime products and adding boron migration control for modelling clay and putty. The standard took effect immediately upon publication.
Control of slime
Slime is defined as a water-based gel or gel-like material, transparent or coloured, viscous and slippery, usually non-Newtonian, played with by handling, kneading and stretching. The new standard controls slime as follows:
(1) A boron (B) migration limit of 1250 mg/kg is added; (2) the migration limits for eight elements (Sb, As, Ba, Cd, Cr, Pb, Hg, Se) are lowered to the same levels as finger paints.
Control of modelling clay and putty
Modelling clay and putty are defined as variable solid or semi-solid mixtures that retain their shape and form when moulded, intended to represent objects by hand or to be extruded by toys into specific shapes. The new standard controls modelling clay and putty as follows:
Modelling clay
(1) A boron (B) migration limit of 3750 mg/kg is added; (2) the barium (Ba) migration limit is changed from 250 mg/kg to 350 mg/kg.
Putty
(1) A boron (B) migration limit of 3750 mg/kg is added; (2) the migration limits for four elements (Ba, Cd, Cr, Hg) are lowered to the same levels as modelling clay.
