On 16 January 2026 Innovation, Science and Economic Development Canada (ISED) published two important regulatory updates for wireless communication services (WCS), intended to promote efficient use of spectrum and support next-generation wireless technology.
Two core standards revised
Radio Standards Specification RSS-195 Issue 3 formally adds the 2305-2320 MHz and 2345-2360 MHz bands for wireless communication service equipment. ISED consulted publicly on the draft in September 2025, and the new issue replaces Issue 2.
Standard Radio System Plan SRSP-516 Issue 2 sets out the technical requirements for WCS use of the new bands. The main update introduces technical rules and a deployment framework for active antenna systems (AAS), laying the foundation for more advanced and efficient networks.
To ensure a smooth transition, ISED has set a six-month parallel period for equipment certification. From now until 16 July 2026 manufacturers may apply under either Issue 2 or Issue 3 of RSS-195. After 16 July 2026 all new applications must comply fully with Issue 3.
The update releases additional mid-band spectrum for Canada's wireless industry, which is essential for network capacity, coverage and performance, particularly for enhanced mobile broadband and future applications. Including AAS rules directly supports the deployment of advanced antennas such as massive MIMO, helping operators build networks more flexibly and efficiently and ultimately improving the user experience.
