On 8 July 2025 Indonesia's Ministry of Communication and Digital Affairs (Komdigi) formally published the draft decree on technical standards for telecom and mobile communication equipment based on LTE and IMT-2020, which would systematically revise the current Decree No. 352 of 2024. The revision follows global communications technology trends, further standardises the Indonesian telecom equipment market and improves the quality of network infrastructure.
Direction of the revision
The draft focuses on three core areas:
1. Spectrum expansion. The 2.6 GHz band is added as an operating frequency for LTE and IMT-2020 (5G), which will significantly increase network capacity and coverage efficiency and provide spectrum for Indonesia's large-scale 5G deployment.
2. Repeater requirements. Repeater equipment based on IMT-2020 is brought into the technical framework for the first time, with performance requirements defined to address coverage in remote areas and support digital inclusion.
3. A more complete parameter set. Several key indicators are added to the list of technical parameters, including:
- precise limits on operating frequency and output power
- compliance requirements for the RF output spectrum
- interference control parameters such as adjacent channel leakage ratio and out-of-band unwanted emissions
- test standards for spurious emissions and blocking characteristics
These changes will strengthen electromagnetic compatibility, reduce the risk of interference between networks and improve the user experience.
Komdigi stresses that the revision responds to the rapid evolution of communications technology. The draft has been published through official channels and written comments could be submitted until 17 July 2025. Industry generally expects that, once in force, the new standard will push Indonesian manufacturers to upgrade technology faster and set clearer market entry requirements for international suppliers.
