FCC Rule Change: BSMI of Taiwan, China Issues New Rules on Citing Test Report Data

2025-06-25

Key words of this article:

In June 2025 the Bureau of Standards, Metrology and Inspection (BSMI) under the Ministry of Economic Affairs of Taiwan, China issued a statement on testing standards for information technology and audio/video products.

Testing administration

In line with the new rules of the US Federal Communications Commission, which no longer accepts test reports from laboratory sites in mainland China, BSMI will no longer accept applications for registration of verification, type approval, declarations of conformity or voluntary product certification submitted by designated laboratories in mainland China. In such cases the product must be retested by a designated laboratory recognised by BSMI in Taiwan, China, and the application submitted afterwards. Reports from BSMI-authorised laboratories in mainland China are therefore no longer accepted.

Testing rules for wireless charging

Power banks with an added wireless charging function exist to charge other products and do not have a composite function, so they are still classified as power banks and follow the announced testing standard for power banks. For EMI, the magnetic field radiation requirements of CNS 13803 (2018 edition) must be tested additionally, in line with the existing rule that products with composite or multifunction features must meet the requirements of the relevant standards:

1. A single EMC report may be prepared, provided it clearly states the additional test items and standards.

2. The standards are CNS 13438 (2006) plus CNS 14336-1 (2010) plus CNS 15364 (2013) plus the magnetic field radiation requirements of CNS 13803 (2018).

If the person signing the report does not hold qualifications for both CNS 13438 (2006) and CNS 13803 (2018) at the same time, separate reports must be issued.
