Recently, the Certification and Accreditation Administration of China (CNCA) issued an announcement publishing the Implementation Rules for Compulsory Product Certification - Electronic Products and Safety Accessories (CNCA-C09-01:2023). The new rules take effect on 1 August 2023. Details are as follows:

In accordance with the results of the adjustment and optimisation of the scope of compulsory product certification for electronic products and safety accessories set out in the Announcement of the State Administration for Market Regulation on Optimising the Compulsory Product Certification Catalogue (No. 18 of 2020), the Announcement on No Longer Applying Compulsory Product Certification Management to Certain Electronic and Electrical Products (No. 34 of 2022) and the Announcement on Applying Compulsory Product Certification Management to Products Such as Lithium-ion Batteries (No. 10 of 2023), the CNCA has formulated the Implementation Rules for Compulsory Product Certification - Electronic Products and Safety Accessories (CNCA-C09-01:2023) (see annex, hereinafter the new rules). The relevant requirements are announced as follows.

1. The new rules take effect on 1 August 2023. The Implementation Rules for Compulsory Product Certification - Audio and Video Equipment (CNCA-C08-01:2014), the Implementation Rules for Compulsory Product Certification - Information Technology Equipment (CNCA-C09-01:2014) and the Implementation Rules for Compulsory Product Certification - Telecommunication Terminal Equipment (CNCA-C16-01:2014) are repealed at the same time.

2. The relevant designated certification bodies shall formulate corresponding certification implementation details in accordance with the new rules and the general implementation rules for compulsory product certification, and may only carry out certification and issue certificates under the new rules after filing them with the CNCA.

3. Valid compulsory product certification certificates already issued may continue to be used, and certificate conversion shall be completed through natural transition such as renewal at expiry, product changes and standard revisions.
