On 2 June 2026, Cuba's Ministry of Communications (MIC or MINCOM) issued Resolutions 1/2026 and 2/2026, fully replacing the previous rules and clearly separating personal from commercial imports of equipment.
Main content
· Telecommunications and wireless products intended for resale, commercialisation or local manufacture (mobile phones, radar, broadcast receivers and others listed in Annex I of the notice) must obtain a homologation certificate and a technical authorisation certificate.
· The homologation certificate is a precondition for the technical authorisation certificate. Samples for testing, exhibition or personal use may be exempt from homologation, but a temporary technical authorisation must be applied for 30 days before entry and is valid for three months.
· Testing should in principle be carried out in a local laboratory; for equipment beyond local testing capability, MIC accepts test reports from manufacturers or international laboratories.
· Certificates are issued within 10 working days after fees are paid and testing completed, and are valid for five years.
· The new rules also designate the operating bands for cordless telephones as 45/48 MHz, 1.9 GHz, 2.4 GHz and 5.8 GHz.
