On 28 October 2025 Mexico's Ministry of Economy published a formal agreement amending the Mutual Recognition Agreement on Conformity Assessment of Telecommunications Equipment signed with the Government of the United States. The agreement took effect on 29 October 2025 and is intended to further simplify trade procedures by confirming that Mexican telecom regulators will directly accept test reports issued by laboratories designated by the United States and approved by the Mexican authorities, making it easier for telecom equipment to enter the Mexican market.
Key standards
Under the revised agreement, Mexican conformity assessment bodies must accept test reports based on three key Mexican technical standards:
1. IFT-012-2019. This standard sets the maximum limits for non-ionising radio frequency radiation from all products, equipment, devices and apparatus that can connect to telecom networks or use radio spectrum, with specific absorption rate as the core metric, ensuring exposure of the human body stays within safe limits.
2. IFT-016-2024. This standard applies to low power radio communication equipment, in particular devices using spectrum between 30 MHz and 3 GHz, and specifies the specifications, limits and harmonised test methods for such equipment.
3. IFT-017-2023. This standard governs radio communication systems using wireless access, especially wireless local area network equipment. It covers equipment using digital modulation in the 5150-5250 MHz, 5250-5350 MHz, 5470-5600 MHz, 5650-5725 MHz, 5725-5850 MHz and 5925-6425 MHz bands.
