On 1 May 2023, the Ministry of Economy, Trade and Industry (METI) of Japan amended Appendix 12 of the Electrical Appliance and Material Safety Act and published the latest standard J62368-1(2023). The standard is based on the third edition of IEC 62368-1(2018) with Japanese national deviations added.
CB reports and certificates issued to the third edition of IEC 62368-1(2018) can already be used to apply for PSE certification.
The previous edition J62368-1(2020) cannot be used after 30 April 2026. Before that date, either J62368-1(2023) or J62368-1(2020) may be selected according to the version covered by the CB certificate. Existing diamond PSE certificates to J62368-1(2020) remain valid for five years and are not affected by the 30 April 2026 cut-off; they stay valid until the expiry date printed on the certificate.
Note: for the circular PSE mark and the S mark, the upgrade from J62368-1(2020) to J62368-1(2023) must be completed before 30 April 2026.
Japan PSE certification
PSE is the mandatory safety certification that the Japanese government requires for electronic products. Under the Electrical Appliance and Material Safety Act administered by the Ministry of Economy, Trade and Industry (METI), general electrical equipment, portable generators rated 30 V to 300 V, and lithium-ion batteries whose cell volumetric energy density reaches a specified level and which are not for specific applications must obtain PSE certification before being exported to Japan for sale.
PSE is divided into the circular PSE mark and the diamond PSE mark.
Diamond PSE mark
A third-party certification body recognized by METI assesses the product in several respects, including safety, electromagnetic compatibility (EMC) and factory inspection. Only after the product has obtained the PSE mark may it enter the Japanese market.
Circular PSE mark
It generally applies to complete products. There is no factory audit cycle requirement, and it may be issued by a Japanese testing laboratory, or by a third-party certification body holding an accreditation license from an internationally recognized body.
Scope of product control
Diamond PSE
116 categories of specified electrical appliances, namely appliances with a relatively high risk of danger, including electrical equipment rated not less than 100 V and portable generators rated 30 V to 300 V.
Circular PSE
341 categories of non-specified electrical appliances, namely appliances other than the specified electrical appliances with a relatively high risk of danger, including electrical equipment rated not less than 100 V and lithium-ion batteries whose cell volumetric energy density reaches a specified level and which are not for specific applications.
Certification process
Diamond PSE certification process
1. Obtain the diamond PSE certificate
A METI-recognized third-party body checks the safety CB report and certificate, the EMC CB report and certificate or samples, and factory compliance submitted by the applicant, and then issues the diamond PSE certificate.
2. Submit to the local Japanese importer
After obtaining the certificate, the factory must submit a copy of the certificate together with its own factory self-inspection records to the local Japanese importer.
3. Sell in Japan after filing
The product may be sold in Japan only after the local Japanese importer has filed it with METI.
Circular PSE certification process
1. Provide specifications and parameters to confirm the test standard;
2. Complete the application form and provide the user manual, circuit diagrams and other documents;
3. Provide test samples;
4. After the laboratory tests are passed, a draft PSE report is issued;
5. Confirm the draft report and the PSE certificate is issued.
Note: after the product has obtained PSE certification, the Japanese importer must still take the PSE report to the local authorities for METI registration and filing.
