The Pakistan Telecommunication Authority (PTA) has released a draft licensing framework for in-flight telecommunication satellite (ITS) services in Pakistan, allowing domestic and foreign airlines operating in Pakistani airspace to provide in-flight internet and mobile connectivity.
Main content
Under the proposed framework, operators may provide broadband and airborne cellular services through registered satellite systems, with mobile services permitted only at altitudes above 3,000 metres.
The draft licence requires operators to register with the Pakistan Space Activities Regulatory Board (PSARB), to use gateway earth stations located in Pakistan, to obtain international bandwidth from Pakistani LDI operators, and to interconnect with local mobile networks.
The proposed licence is valid for 10 years and carries an initial fee. The PTA has also proposed data localisation requirements, mandating that all service traffic and user data be kept within Pakistan.
The framework also requires compliance with PTA regulations, aviation standards and mandatory type approval for the telecommunications equipment used in ITS networks.
