According to the latest notification from the WTO Committee on Technical Barriers to Trade, the Government of Paraguay has formally published Law No. 7500/2025, which comprehensively regulates the import, sale, possession and use of devices that interfere with frequencies and communication signals. The notification, G/TBT/N/PRY/147, was submitted to the WTO this year.
Content and purpose
The law covers electrical equipment and parts thereof with independent functions under tariff heading 8543, and is aimed mainly at signal interference devices. It states clearly that all related activities must strictly comply with national security requirements.
The notification says the legislation responds to the urgent need to safeguard national security and to protect public health and safety. It is implemented jointly by Paraguay's Ministry of the Interior, the National Telecommunications Commission and the National Directorate of Tax Revenue, with enquiries handled by the national technical standards coordination unit under the Ministry of Industry and Commerce (MIC).
The precise date of entry into force has not yet been set. Paraguay has not provided a comment period, but regulatory enquiries and formal requests from WTO members are channelled through MIC and the WTO reference centre at the Ministry of Foreign Affairs.
The legislation marks a further tightening of Paraguay's supervision of the communications equipment market, responding to practical needs in national security and the management of communications order.
