The Brazilian National Telecommunications Agency (ANATEL) published Act No. 7971 in July, setting out technical requirements for the IPv6 protocol in telecommunications equipment.
The Act took effect on the date of its publication in ANATEL's electronic service bulletin (6 July 2023), and application of its annex becomes mandatory from 8 January 2024.
Act 7971 explicitly specifies the technical requirements that devices with a WWAN module and certain interfaces, such as an xDSL interface, an xPON interface or DOCSIS, must meet. The main requirements are:
Products using 3G technology only must meet the technical requirements of ETSI TS 102 514 and RFC 8200;
Products using 3G and 4G technology must meet the technical requirements of 3GPP TS 36.523-1, ETSI TS 102 514 and RFC 8200;
Products using 2G technology only do not need to meet IPv6 technical requirements;
Devices with an xDSL, xPON or DOCSIS interface must meet the technical requirements of RFC 7084:2013;
For devices using a certified WWAN module, if the IPv6 protocol is fully implemented within that WWAN module, then IPv6 protocol verification or RFC 8200 testing plus a declaration letter from the WWAN module manufacturer that the IPv6 protocol is fully implemented in the module is sufficient for the whole device to comply with IPv6 requirements; if the IPv6 protocol is fully or partly implemented in the whole device (software or firmware), the whole device must undergo all IPv6 tests.

Act 9281: technical requirements for conformity assessment of smart TV boxes
On 13 July, ANATEL published Act No. 9281 (of 5 July 2023), the new technical requirements for assessing the conformity of smart TV boxes. The Act took effect on the date of publication and becomes mandatory from 11 September 2023.
The aim is to curb the spread of devices designed to pirate audiovisual works, which endanger the security of users and telecommunications networks.
The new assessment method includes the following checks:
The presence on the product of any software or application installed by default from the list of irregular devices or software published or recognised by ANATEL.
The presence on the product of any software, application, function or description indicating infringement of audiovisual content copyright.
Whether the device offers facilities to change its operating system characteristics (root mode) or allows installation of unverified third-party applications from official stores, thereby making it easier for ordinary users to install pirated applications.
Whether the product manual on the manufacturer's or its national representative's website, or any other document relating to the device, contains information or instructions on the use, updating or installation of software or applications for the illegal acquisition of audiovisual content.
