On 5 September 2023, the Vietnamese Ministry of Information and Communications (MIC) issued Circular No. 10/2023/TT-BTTTT temporarily suspending the application of certain QCVN technical regulations, in whole or in part, for 5G, Wi-Fi, NFC, wireless charging devices, some marine equipment and several other categories of equipment, so as to remove obstacles to conformity certification, conformity declaration and product quality inspection under Circular No. 04/2023/TT-BTTTT.

Suspension of certain QCVN national technical regulations

Full suspension of the QCVN standards applicable to 5G terminal equipment and 5G mobile phones, namely QCVN 127:2021/BTTTT, QCVN 129:2021/BTTTT and QCVN 18:2022/BTTTT, until 31 December 2023.

Suspension of the technical requirements under extreme test conditions of QCVN 117:2020/BTTTT (2G/3G/4G), QCVN 54:2020/BTTTT (Bluetooth/Wi-Fi 2.4G) and QCVN 65:2021/BTTTT (Wi-Fi 5G) until 31 December 2023.

Suspension of the technical requirements under extreme test conditions of QCVN 55:2011/BTTTT for NFC until 30 June 2024.

Full suspension of QCVN 124:2021/BTTTT for 76-77 GHz vehicle radar until 30 June 2024.

During the suspension period

Circular 10/2023/TT-BTTTT took effect on the date of signing and applies to products that registered for quality inspection from 15 July 2023 to date but have not yet completed the type approval certificate and conformity declaration procedures.

When the suspension ends

If a product has not been certified or declared conformant against all applicable technical regulations, the enterprise must carry out supplementary conformity certification, conformity declaration or re-certification.

If a product has already obtained type approval and made a conformity declaration in accordance with Circular 04/2023/TT-BTTTT (full testing and certification against the technical regulations, including testing under critical conditions), the certificate of conformity or the notice of conformity declaration received will remain valid until the deadline stated on the certificate.
