Key words of this article:

Brazil's National Telecommunications Agency (ANATEL) formally published Act No. 14158 on 8 October 2025. The act makes the most significant comprehensive revision of technical requirements and test procedures for radio frequency equipment since 2017, establishing a clear regulatory framework for next-generation wireless technology. The new rules become mandatory on 6 April 2026; during the transition period before then companies may continue to apply the old rules, but the regulator encourages new certification projects to align with the updated requirements as early as possible.

1. New definition of automotive radar systems

A new definition (item 3.1.49) is added: an automotive radar system is a radar installed on a land or water transport vehicle, such as a car, truck, motorcycle, train, tractor, boat, ship or any mobile platform designed to transport goods or people.

2. Wireless audio systems (microphones, IEM, PMSE)

A new item (20.2) defines power limits and test conditions for digital multichannel wireless audio systems with reference to ETSI EN 300 422-1.

3. Radar systems at 76-81 GHz and above

New provisions regulate the use of vehicle radar and airport-related radar:

- radar operation in airport areas and on aircraft on the ground is explicitly permitted;

- vehicle radar in the 76-81 GHz band remains subject to its specific technical limits.

4. New frequency section from 116 GHz to 246 GHz (Section 25)

A new Section 25 is created for systems operating in 116-123 GHz, 174.8-182 GHz, 185-190 GHz and 244-246 GHz:

- EIRP limits are defined (40 dBm average and 43 dBm peak; up to 82 and 85 dBm for fixed outdoor point-to-point links);

- measurement bandwidth above 40 GHz (RBW = 100 kHz) and spurious limits (no more than 90 pW/cm2) are specified;

- use of these bands on aircraft or satellites is prohibited.

5. Revision of the 5 GHz Wi-Fi bands

The new act comprehensively adjusts the 5 GHz UNII bands, clarifies power and emission limits, creates new sub-items and aligns Brazilian requirements with the ETSI and FCC frameworks.

6. Update for 57-71 GHz equipment (Section 8, item 17)

The section on 57-71 GHz has been completely rewritten, expanded from the previous 57-64 GHz range, with updated rules for field disturbance sensors and other devices.

7. Updated 6 GHz Wi-Fi test procedures (Section 8, amendment to Act 237/2022)

Item 18 revises items 15, 15.1, 15.2 and 15.3 of the test procedures (Act No. 237/2022) so that Brazil's Wi-Fi 6E and Wi-Fi 7 testing methods align with FCC guidance.
