On 15 August 2025 Innovation, Science and Economic Development Canada (ISED) formally published two key procedure documents on radio frequency exposure assessment: RSS-102.SAR.SIM (Issue 1) and RSS-102.SAR.MEAS (Issue 2).
Conformity assessment guidance
The publication gives wireless equipment manufacturers and testing laboratories clear conformity assessment guidance:
1. RSS-102.SAR.SIM (Issue 1)
Content: electromagnetic simulation procedures for verifying specific absorption rate (SAR) compliance under RSS-102.
Scope: devices operating in the frequency range from 100 kHz to 6 GHz.
Main purpose: assessing compliance with SAR limits on the basis of computational methods.
2. RSS-102.SAR.MEAS (Issue 2)
Content: measurement procedures for verifying SAR compliance under RSS-102.
Scope: devices across the 100 kHz to 6 GHz band.
Particular points: the document sets out detailed measurement arrangements, including the requirements that apply where simulation and measurement are combined for a single assessment, so that results from the two routes are comparable and reproducible.
