On 11 March 2025 the Vietnamese Ministry of Science and Technology (MOST) published draft national technical regulation QCVN xxx:2025/BKHCN on electric vehicle chargers. All new electric vehicle chargers manufactured, assembled or imported under this regulation must comply with it before being placed on the Vietnamese market. The regulation takes effect from 15 June 2025.

Scope

(1) The regulation sets out technical safety requirements for electric vehicle chargers used to charge electric vehicles with a nominal supply voltage of up to 1,000 V AC or 1,500 V DC and a nominal output voltage of up to 1,000 V AC or 1,500 V DC, for vehicles that can be charged from an external power source.

(2) It also applies to electric vehicle supply equipment powered by an on-site energy storage system.

(3) It applies to chargers for electric vehicles including externally chargeable plug-in hybrid electric vehicles (PHEV), which draw all or part of their energy from a rechargeable energy storage system (RESS) installed on the vehicle.
