China's State Administration for Market Regulation, through the Certification and Accreditation Administration (CNCA), has issued an important notice: from 1 March 2026 it will pilot a reform of the China Compulsory Certification (CCC) mark for 11 categories of high-risk products, including power banks, requiring a CCC traceability QR code to be applied before the products leave the factory for sale.

Background and purpose

The reform is part of China's effort to strengthen product quality and safety supervision, protect consumer rights and promote orderly market development. Through a "one item, one code" traceability mechanism it achieves:

Full traceability. Consumers, companies and regulators can scan the code to obtain information on certified products, including the certificate number, producer name, product model, certificate status and issuing body.

Precise supervision. Market surveillance becomes more efficient, and uncertified, counterfeit and substandard products can be targeted more effectively.

Transparent consumption. Consumers gain greater confidence in product quality, encouraging healthy competition.

Key content of the new rules

Effective date: 1 March 2026.

Scope: 11 categories of high-risk products, including power banks in the compulsory certification catalogue, electric bicycles and their safety accessories, and gas-burning appliances and their safety accessories.

Core requirement: products must hold CCC certification and carry a unique, traceable QR code before leaving the factory.

Supervision: products without CCC certification or without a compliant QR code may not leave the factory, be sold or be imported.
