To further strengthen the supervision of product quality and safety, the State Administration for Market Regulation (SAMR) issued an announcement on 7 April announcing that compulsory product certification (CCC certification) management will be applied to commercial gas cooking appliances, flame-retardant wires and cables, electronic bidets, helmets for electric bicycle riders, combustible gas detection and alarm products, water-based interior wall coatings, and explosion-proof luminaires and control devices, and that the third-party evaluation method of CCC certification will be restored for low-voltage components.

To further strengthen product quality and safety supervision, and in accordance with the relevant provisions of the Regulations of the People's Republic of China on Certification and Accreditation, SAMR has decided to apply compulsory product certification (CCC certification) management to commercial gas cooking appliances and other products, and to restore the third-party evaluation method of CCC certification for low-voltage components. The relevant requirements are announced as follows:

1. CCC certification management will be applied to commercial gas cooking appliances, flame-retardant wires and cables, electronic bidets, helmets for electric bicycle riders, combustible gas detection and alarm products, water-based interior wall coatings, and explosion-proof luminaires and control devices (see the annex for product descriptions and definitions).

(1) From 1 May 2025, helmets for electric bicycle riders and explosion-proof luminaires and control devices listed in the CCC certification catalogue may only be released from the factory, sold, imported or used in other business activities after passing CCC certification and bearing the CCC certification mark.

From 1 May 2024, designated certification bodies began accepting CCC certification applications. The certification and testing work involved is undertaken by the certification bodies and laboratories that already hold the designated business scope for motorcycle helmets and explosion-proof electrical equipment respectively.

(2) From 1 July 2025, commercial gas cooking appliances, flame-retardant wires and cables, electronic bidets, combustible gas detection and alarm products and water-based interior wall coatings listed in the CCC certification catalogue may only be released from the factory, sold, imported or used in other business activities after passing CCC certification and bearing the CCC certification mark.

From 1 July 2024, designated certification bodies began accepting CCC certification applications. The certification work involved is undertaken by certification bodies that already hold the designated business scope for the corresponding product categories, while laboratories will be designated separately.

2. The third-party evaluation method of CCC certification will be restored for low-voltage components.

(1) From 1 November 2024, low-voltage components may only be released from the factory, sold, imported or used in other business activities after obtaining a CCC certification certificate and bearing the CCC certification mark.

From 1 May 2024, designated certification bodies began accepting CCC certification applications for low-voltage components, and the "Compulsory Certification Product Conformity Self-Declaration Information Submission System" (hereinafter the System) will no longer generate self-declarations. For holders of valid CCC self-declarations for low-voltage components, designated certification bodies will directly issue CCC certification certificates in exchange, and certification validity will be ensured through post-certification supervision.

Before 1 November 2024, enterprises holding valid CCC self-declarations shall complete the conversion to CCC certification certificates and promptly cancel the corresponding self-declarations; products already released from the factory and no longer in production do not need conversion. After 1 November 2024, CCC self-declarations for low-voltage components in the System will be cancelled uniformly.

(2) The designated business scope for low-voltage components of the four certification bodies whose designations were cancelled under the Announcement of the State Administration for Market Regulation on Adjusting and Improving the Compulsory Product Certification Catalogue and Implementation Requirements (No. 44 of 2019) will be restored: China Quality Certification Centre, Fangyuan Certification Group Co., Ltd., Guangdong Quality Testing Zhongcheng Certification Co., Ltd. and Shanghai Tianwei Certification Technology Co., Ltd. Testing work will still be undertaken by the existing designated laboratories for CCC certification of low-voltage components.

3. Designated certification bodies shall formulate certification implementation rules in accordance with the general rules for CCC certification and the CCC certification implementation rules for the corresponding products, and may only carry out certification work after filing them with the Certification Supervision Department of SAMR.

4. Designated certification bodies and laboratories shall, on the premise that certification risks are controllable and certification quality is guaranteed, actively accept existing conformity assessment results, reduce the burden on enterprises and facilitate enterprises in obtaining certification.
