On 3 August 2023, Innovation, Science and Economic Development Canada (ISED) updated RSS-247 to issue 3, extending the frequencies available to LE-LAN devices to 5850-5895 MHz.
The new rules took effect on 3 August 2023. To ensure a smooth transition between the old and new versions, ISED has set a six-month transition period, during which certification may be applied for under either RSS-247 issue 2 or issue 3. After the transition period only RSS-247 issue 3 will be accepted.
After the transition period ends, equipment manufactured, imported, distributed, leased, offered for sale or sold in Canada must comply with the relevant requirements of RSS-247 issue 3.

Main updates
A clarification statement is added to section 6.2: the EIRP of unwanted emissions from the product under test shall be measured as a PEAK value, unless another measurement method is specified in the relevant section for the equipment's operating frequency range.
A new section 6.2.5 introduces requirements for devices operating in 5850-5895 MHz, including devices with channels spanning 5850 MHz (such as 5725-5895 MHz).
Special note
The new version expands the operating bands and adds technical requirements for the new bands, without changing the technical requirements for the existing bands. Because the new standard adds operating bands, manufacturers of products already in circulation that need to support the new bands must complete conformity certification before the transition period ends to ensure normal sale of the equipment in the Canadian market.
