By May 2025 China's total stock of charging piles had passed 14.4 million units, with 4.08 million public and 10.32 million private piles, bringing the vehicle-to-charger ratio close to 1:1 for the first time. This milestone shows that China's new energy vehicle infrastructure has entered a stage of supply and demand balance, but it also places higher demands on the quality and safety of charging piles. With CCC certification formally accepted from 1 March 2025, the charging pile industry is moving from expansion in scale to upgrading in quality.

About CCC certification

China Compulsory Certification, known as CCC or 3C, applies mandatory testing and verification to products listed in the CCC catalogue. Products in the catalogue must obtain a certificate from a designated certification body and carry the certification mark; otherwise they may not be imported, leave the factory for sale or be used in places of business.

Product categories and scope

CCC certification fees

Product categories: AC supply equipment 2501; DC supply equipment 2502.

1. Application fee: RMB 500.

2. Approval and registration fee: RMB 800.

3. Testing fee: assessed on the basis of the product specification and manual.

4. Factory inspection fee: RMB 2,500 per person-day; initial factory inspection 1 to 4 person-days; post-certification supervision 1 to 2 person-days.

Notes: the initial factory inspection is the first audit, so depending on the factory up to four auditors may be assigned; post-certification supervision is the annual audit; the total CCC cost is the sum of items 1 to 4.

Documents required

1. Application form.

2. Copy of the applicant's business licence, for first applications or changes.

3. List of critical components.

4. General assembly drawings and electrical schematics.

5. Chinese nameplate and warning markings for the product, in duplicate.

6. Product manual.

7. Model difference statement where several models are applied for.

Certification cycle

Certification is normally issued within four to six weeks, assuming complete documents and samples and no problems in testing.
