The Energy Policy and Conservation Act (EPCA) of the United States requires the Department of Energy (DOE) to evaluate the test procedures for all covered products at least every seven years, in order to determine whether revised test procedures would more accurately or fully comply with the requirement that test procedures not be unduly burdensome, and to reasonably design test results to reflect energy efficiency, energy use and estimated operating costs over a typical average use cycle.
The DOE published a notice of proposed rulemaking (NOPR) on the revised CFLK test procedure on 10 March 2022 and held a public workshop on 11 April 2022. The final revised test procedure published now takes effect 30 days after publication in the Federal Register, and CFLK products must be tested to the latest test procedure no later than six months after publication of the revised procedure.
The revision of the CFLK test procedure mainly involves the following changes:
Updating the referenced industry standards to the latest versions;
Permitting the use of the goniophotometer measurement method;
Revising the definitions relating to CFLK with solid-state lighting sources to distinguish product categories more clearly;
Removing the original Appendix V test procedure and renaming the revised Appendix V1 as Appendix V;
The revised CFLK test procedure will be titled: Appendix V to Subpart B of Part 430 - Uniform Test Method for Measuring the Energy Consumption of Ceiling Fan Light Kits Packaged With Other Fluorescent Lamps (not Compact Fluorescent Lamps or General Service Fluorescent Lamps), Packaged With Consumer-Replaceable SSL (not Integrated LED Lamps), Packaged With Non-Consumer-Replaceable SSL, or Packaged With Other SSL Lamps That Have an ANSI Standard Base (not Integrated LED Lamps);
This revision of the CFLK test procedure leaves the performance, certification and reporting requirements unchanged. The CFLK performance requirements for SSL light sources are as follows:
