On 2 June 2026 the Philippines' National Telecommunications Commission (NTC) issued a draft memorandum circular proposing to amend Section 2 of Memorandum Circular No. 03-05-2007, which deals with the operating parameters for short-range devices (SRD).
Main content
The proposed amendment updates the permitted operating frequencies and maximum power limits for devices used in motion detection and alarm applications.
Under the draft circular, the following bands and maximum e.i.r.p. limits are proposed:
2400-2483.5 MHz — 25 mW e.i.r.p.
9200-9500 MHz — 25 mW e.i.r.p.
9500-9975 MHz — 25 mW e.i.r.p.
13.4-14.0 GHz — 25 mW e.i.r.p.
24.05-24.25 GHz — 100 mW e.i.r.p.
77-81 GHz — 10 mW e.i.r.p.
The NTC said the amendment is intended to support the development of wireless technology, improve spectrum efficiency and promote the use of cost-effective technology, while ensuring broader access to radio spectrum resources.
Once finalised, the circular will take effect fifteen (15) days after publication in a national newspaper and filing with the National Administrative Register (ONAR).
