On 16 March 2023 the State Administration for Market Regulation of China issued document No. 10 of 2023, the Announcement on Applying Compulsory Product Certification to Lithium-ion Batteries and Other Products, placing lithium-ion cells and batteries for use in electronic and electrical products, power banks, and power adapters and chargers supplied with telecommunications terminal products (together, the newly covered products) under compulsory product certification (CCC) management. The details are as follows:

Requirements of the announcement
1. From 1 August 2023, designated certification bodies will begin accepting CCC certification applications for the newly covered products and will carry out certification in accordance with the Implementation Rules for Compulsory Product Certification - Information Technology Equipment and the applicable standards listed in the annex. From 1 August 2024, products without a CCC certificate and the certification mark may not be manufactured, sold, imported or used in other business activities. The list of designated certification bodies and laboratories for the newly covered products will be announced separately.
2. The scope of CCC certification for the newly covered products is set out in the annex. For lithium-ion cells and batteries used in electronic and electrical products, CCC certification will initially be carried out for lithium-ion cells and batteries for portable electronic products; for lithium-ion cells and batteries used in other electronic and electrical products, CCC certification will be carried out in due course when conditions are ripe.
3. In view of the fact that GB 31241-2022, Safety technical specification for lithium-ion cells and batteries used in portable electronic products, becomes mandatory on 1 January 2024, and to reduce the cost of obtaining certification, designated certification bodies will carry out CCC certification of the relevant products in accordance with that standard.

4. Designated certification bodies and laboratories should, on the premise that certification risks are controllable and certification quality is assured, actively accept existing conformity assessment results, reduce the burden on enterprises and facilitate certification.
