On 23 April 2026 the Telecommunication Regulator of Cambodia (TRC) introduced a new type approval framework for telecommunications equipment, which is currently open for public consultation. The proposal brings major changes to certification, labelling and compliance processes.

The framework divides equipment into three classes according to risk: Class A (low risk), covering personal computers, printers, short-range devices and power supplies; Class B (medium risk), covering routers, switches and satellite communication equipment; Class C (high risk), covering mobile phones, base stations and IoT infrastructure. For multi-function devices, the assessment follows the highest risk class involved.

A local representative becomes mandatory: foreign manufacturers must appoint a qualified local agent in Cambodia. The agent manages certification matters and ensures that products meet national regulatory requirements.

Compliance labelling becomes mandatory: the existing certificate numbering system is retained and strengthened, and all approved products must bear the TRC compliance label (format QA-YYYY-XXXX) before being placed on the market. Without this label, companies cannot distribute their products in Cambodia.

Alignment with international standards: the framework requires products and certification systems to be consistent with international standards such as those of the ITU, IEC, ISO and ETSI. Companies must therefore check whether their existing product certifications already meet these requirements; the annexes to the draft list the international standards adopted for each product type.

Certificate validity clarified: a type approval certificate is valid for five years. To renew it, companies must apply 30 days before expiry.
