On 6 March 2023 the Japanese Ministry of Health, Labour and Welfare published a draft revision of the list of substances permitted for use in food contact utensils, containers and packaging.
The draft broadens the definition of cross-linked polymers and introduces new categories for polymers with adsorption or ion exchange capacity and for polymers involved in chemical reactions during coating processes. The draft also deletes some substances and restricts the use of others. For example, dibutyl phthalate (CAS 84-74-2), previously prohibited in food contact articles in direct contact with raw meat, is now restricted in all articles in direct contact with food.
For all polymers and additives not included in the list, the migration limit into food is 0.01 mg/kg. Producers must demonstrate compliance with this limit through migration studies with food simulants or through computer modelling.
