REACH Annex XVII entries for automotive materials

1. From 1 January 2010, extender oils may not be placed on the market and may not be used in the production of tyres or tyre parts if they contain:
- more than 1 mg/kg BaP; or
- more than 10 mg/kg total PAHs.
EN 16143:2013, Petroleum products - Determination of content of benzo(a)pyrene (BaP) and selected polycyclic aromatic hydrocarbons (PAH) in extender oils - Procedure using double LC cleaning and GC/MS analysis, serves as the test method for demonstrating compliance with the requirements of the first paragraph. Until 23 September 2016 the restriction in the first paragraph was recognized provided that the polycyclic aromatics (PCA) extract measured in accordance with the Institute of Petroleum standard IP 346:2004 was less than 3%, and that the producer or importer checked compliance with the limits for BaP and all listed PAHs and measured the relevant PCA extract every six months or after each major operational change, whichever came first. Furthermore, tyres and treads for retreading manufactured after 1 January 2010 may not be placed on the market if they contain extender oils exceeding the limits in paragraph 1.
2. Furthermore, tyres and treads for retreading manufactured after 1 January 2010 may not be placed on the market if they contain extender oils exceeding the limits in paragraph 1. In accordance with ISO 21461, Rubber vulcanized - Determination of the aromaticity of oil in vulcanized rubber compounds, these limits do not apply if the Bay proton percentage in the vulcanized rubber compound is below 0.35%.
3. Where the extender oil content of retreaded tyres does not exceed the limits in paragraph 1, paragraph 2 does not apply.
4. Tyres here means tyres for the following vehicles:
- motor vehicles and their trailers approved under the framework of Directive 2007/46/EC of the European Parliament and of the Council of 5 September 2007;
