SVHC, substances of very high concern, originates from the EU REACH Regulation. Under Article 57 of REACH, SVHC are determined according to the following criteria: substances of very high concern that cause serious hazards. Qualifying substances are placed on a list. The SVHC list was first published on 28 October 2008 and last updated on 20 June 2013. All substances on this candidate list are included by the European Chemicals Agency (ECHA). SVHC may have very serious, and in some cases irreversible, effects on humans and the environment, which is the reason for their authorisation requirement.
a) Substances classified as category 1 and 2 carcinogens, mutagens and reproductive toxicants under EU Directive 67/548/EEC. This Directive has recently been replaced by EU Regulation 1272/2008/EC (Classification, Labelling and Packaging of Substances and Mixtures, the CLP Regulation), in which the above hazard classes are classified as 1a and 1b.
b) Persistent, bioaccumulative and toxic substances (PBT) and very persistent and very bioaccumulative substances (vPvB) as determined in Annex XIII of the REACH Regulation.
c) Other substances with practical evidence of serious effects on humans and the environment, such as endocrine disruptors.
